AXIS Capital taps Navigators as it boosts ocean marine

Bermuda-based AXIS Capital is testing the theory that two heads are better than one with the appointment of dual heads of ocean marine insurance. 

The company said the appointments of Paul Boulos and Rob Ryan, both formerly at The Hartford's Navigators segment, are part of its move to become a leading specialty insurer. 

AXIS said Boulos and Ryan will be responsible for building a suite of ocean marine related products into a comprehensive offering, aligned to the company’s ambition to be a leading specialty insurer. These responsibilities include working with Frank Romeo who joined AXIS in 2023 as US head of cargo. Boulos and Ryan will report to Michael McKenna, Head of North America. 

“Paul and Rob join AXIS with extensive expertise, proven leadership, and prominent standing in the market, positioning them to drive our ocean marine venture forward,” McKenna said. “Led by their combined vision and strategic acumen, we are poised to elevate our presence in the ocean marine market, shape the direction of our portfolio, and

deepen our existing broker relationships as we continue our journey in building out additional specialty offerings in North America.”

Boulos and Ryan have 40 years of combined ocean marine underwriting and leadership experience. Most recently, Boulos was national cargo product leader at Navigators and Ryan managed the New York marine branch as vice president at Navigators.
